Sounds like it needs parts. Usually replace any small electrolytic capacitors. Look for anything on a heat-sink (usually a semi-conductor). Check any circuit traces for damage. Look for diodes or resistors that are open circuit too.
I have heard of loose cables leading to the screen, make sure they are connected correctly. Pull the cables on and off of the t'con board to make sure no oxidation is making the connections faulty etc.
I have a Westinghouse tv too. My mode light has failed for the most part, it blinks on occasion.
Sadly, no obvious signs of problems looking at the boards.. that would be too easy. :(
If you have a soldering station and a solder sucker you could remove any semi-conductors and do a quick test for open circuit one direction and short circuit the other direction to confirm that they are good. Use the diode or continuity setting on a multimeter if you have one. Look for bulging capacitors. If you can\'t find anything all you can do is swap t\'con board with another one.

Do you have sound? what color is the screen?

I had this problem with these tv`s. The problem actually lies with the power supply inside the unit. Some of the units i`ve seen have 2 blown capacitors on the power supply (C7 and C6) replacing these works. On others, the capacitors as well as a few transistors (Q8 - Q1) are blown. But on all the sets i have seen with this problem, changing the above components restores full functionality to the system.

plug your cable connection to a vcr "in" then run a seperate cable cord from the vcr "out" to your television (which should be on channel 3 or 4) depending on your vcr setting and use the vcr to control the channel so when your westinghouse freezes and becomes unresponsive you could still change the channel and so on through your vcr and tv acts like a monitor works for me.
N.B be sure to set the volume and so on before it freezes which could be like a 1min window from turning your tv on
