Your compressor is worn out. It is repairable but you will quickly find out that the price of the rebuild kit and S+H is about the price of a new compressor at your local store.
Oil-less compressors cannot stand up to use and abuse they get like a oil compressor can but they are certainly affordable.
This can be a symptom of a waterlogged receiver tank. Obviously drain the tank if it is. Another possible problem is a stuck start switch. If it is overheating you will find the motor very hot to the touch. If this is not the problem you will have to put a ammeter on the motor to see if it is drawing the stated run current. If motor current is normal then it may be a bad thermal sensor in the motor. This compressor is a very low cost unit, and it may not pay to take it to a repair shop.
I would try a different outlet ( which should be on a different breaker ) -- sounds like your breaker is either bad or to low of a amp rating to handle the load of the compressor.
