I wrote to Sunbeam customer service and received this response:
"Breadmaker
model 5890 has a 30-minute delay cycle on the Wheat setting. This
allows for a period at the beginning of the cycle to “soften” the
ingredients for better results. During the first 30 minutes, the
machine does not do anything."
Apparently, this is by design.

Throw it away and buy a new one...that's what I do when things are covered by the warranty anymore.

It is normal. It allows the dough to fall back on the mixer blade. Often these reverse and that also gives the motor time to come to complete stop before reversing.

Here is how you determine the size of loaf you can bake in your machine. You need to determine the capacity of your pan. Fill your pan with water and measure the cups added so you know how many cups of water are in the pan when it is full to the very top. Here are the conversions:
1)If your pan holds less than 10 cups of water you can make: a 1 pound loaf
2)If your pan holds 10 cups of water you can make: a 1 pound loaf and a 1.5 pound loaf
3)If your pan holds 12 cups you can make: a 1 pound, 1.5 pound, and a 2.0 pound loaf

This is rare, but if you pan holds 14 cups or more you can make all the above plus a 2.5 pound loaf

Fill the bread pan with water and measure it out in cups
Less than 10 cups of water = 1 pound
11-13 cups of water = 1 1/2 pounds
More than 13 cups of water = 2 pounds
