The docs, including the service manual, for the Dell Vostro 238 are at this web page. If you're looking for an actual circuit board schematic, you're probably out of luck. If you need the board layout for jumpers and so forth, the service manual page 28 is for you.

Have a jandy lite 2 that burniing out igniter. it's pushing 230 v to the igniter. it's supposed to be 115v. what part is causing that.

start on page 17. this should be done by electrician. pump is 230 vac and there must b a different wiring to use 120 vac. Call an electrician, and stop replacing igniters.

I have a dell vostro 230 slim and I can not get a picture from the on board video what can I do. And if I get a pci-e low profile video card will I half to change the bios for it to see it?

If you are sure the graphics adapter is gone, you have check ALL cables, connections, try another monitor/ cable, drivers: http://www.dell.com/support/drivers/us/en/04/Product/vostro-230. A Graphics card is a option, make sure to look at the min. requirements for the graphic card, the power specs are important. I would not change the BIOS if Dell does not require it.

What does the red switch on the back of my dell dimendion e510 do

Don't! That's for foreign voltages. It should say 115 and 230. The 115 is for 120V systems while the 230 is for 240V systems. The actual voltage you get is usually a little less than ideal, so they design power supplies to accept a lower voltage.
