My A520 will turn on to show my wallpaper but doesnt do anything else. in a few seconds the screen goes black and it wont turn off without popping the batteries out. the shutter wont close when it is off.

While there are some security exploits for unlocked/unrestricted phones, I have not heard of a standard locked iPhone being hacked or accessed remotely. I have seen however cases where a wallpaper or icon resets to a previous or apparently "random" (nothing is actually random, but at least unexplained) image following an application crash.
Often doing a hard reset on the phone fixes it.

a few seconds, Ignore the "Slide to power off" and keep holding
The iPhone should now shutdown
automatically - (fade to black)
Turn the iPhone back on by hitting
the sleep/wake button.
You should now see the Apple logo,

The E18 error is related to the LENS not able to retract fully. If it is still under warranty, I would advise you bring it to the nearest service center. This is to avoid further damages. Otherwise, you can try a few things below.
There are a couple of things you can do.
1. Turn it on and then off. Spray canned air around the lens.
If trick 1 will not work out, try this.
2. Make sure the battery is fully charged. Turn on the camera and then give it a couple of firm whacks on the side. Make sure nothing is blocking the lens and wait for it to fully retract.
