It should change by Time Zones and then Auto Update (Mode 321). It looks like your model was updated to the 321.. Perhaps you need a Firmware update, but my feeling is that it is a 21 year old television and it can't cope after Y2K and Time Server issues?

Manually, the time (and date) are set by releasing the crown wheel and turning it so that the hands move clockwise to the correct time. If you have a date function, you may have to cycle the crown wheel quite a few times to reach the correct day and date.
On digital watches, the user guide will indicate which buttons should be pressed to set the time and date. Refer to the user guide that came with your watch, go onto the manufacturer's website or go back to the store where you bought the watch and ask them to show you how to do it.
On smart watches, the time should be set automatically when the watch synchronises with your smartphone or wifi signal.
If you know the model number of the watch, enter it in the "Number" search field in the "Manuals" section. This should then find the correct user guide for you to download and help set the time and date. You will probably find that most models will function in the same way, so you may be able to find a similar model that sets the time and date in the same way as the watch you have. Time and date setting are only necessary if automatic setting by radio broadcast is unsuccessful. To set time, date, and options: 1) With time and day showing, press and hold SET. 2) City code flashes. Press START/STOP to select city that represents your time zone. See table below for city codes. 3) Press MODE. DST (daylight savings time) setting flashes. Press START/STOP to select AUTO (obey setting in radio signal), ON, or OFF (disregarding setting in radio signal for ON/OFF). 4) Press MODE. Hour flashes. Press START/STOP to change hour (including AM/PM); hold button to scan values 5) Press MODE. Minutes flash. Press START/STOP to change minutes 6) Press MODE. Seconds flash. Press START/STOP to set seconds to zero. 7) Press MODE. Year flashes. Press START/STOP to change year. 8) Press MODE. Month flashes. Press START/STOP to change month. 9) Press MODE. Day flashes. Press START/STOP to change day. 10) Press MODE. Date flashes. Press START/STOP to select M-D (month-day) or D-M (day-month) format. 11) Press MODE. Hourly chime setting flashes. Press START/STOP to select ON/OFF. When ON is selected, watch chimes on every hour. 12) Press MODE. Button beep setting flashes. Press START/STOP to select ON/OFF. I often sell vintage Timex watches which have a day and date feature. Setting the day and date feature can be a little tricky - if not frusterating if you aren't familiar with how to do it since most of the original manuals that came with these are long gone! I'll try to explain the process - please feel free to contact me if this doesn't make sense. 1. Pull out the crown on the right hand side of the watch. 2. Advance the crown so the time advances clockwise until the day is correct. 3. Rotate the crown so the time is going counter-clockwise (the opposite direction) until the date "clicks". (the day will click first, then the date). 4. Rotate the crown so the time is going clockwise again and the date will advance. 5. Continue this back and forth action of rotation until the date is correct. 6. Push in the crown and you're done! I'm considering making a video of this process. Try this method. Set the date until it reads a couple of days in the past and then set the correct time. Of course do not touch your date or time settings between the hours of 9PM-1AM. Wait until the next day, then move the hour hand forward until you reach the current date with the correct time.
