Hi. Your machine probably has a fault, but I very much doubt that it needs reprogramming.
Are the free-wheel levers in the correct place? Is the machine displaying any fault codes, e.g. flashing LED's and what is the pattern or number of flashes between pauses?

Mary yep Even though the batteries are charging they are not holding the charge to provide enough power for the chair. Usually you have one battery that is weak and causing the problem but both batteries must be replaced. If Medicare paid for your chair then they will pay for 80% of the new batteries. You can contact the provider that sold you your chair and ask if they can replace your batteries. If not, you can contact Repair Express @ 1-877-581-3733 or Roadrunner Mobility @ 1-800-467-2668 to have tech come out and repair the chair for you and they will bill Medicare for the cost of repair.
