Try uninstalling again, and after uninstalling, remove the 'Chrome' folder from the application data folder.
If you are using Windows 7, the folder will be located at:
C:\Users\(USER)\AppData\Local\Google\Chrome
Substitute "(USER)" with your user id. For instance, if your user id is 'Fred' then your folder would be at:
C:\Users\Fred\AppData\Local\Google\Chrome
If you are using Windows XP, the folder will likely be located at
C:\Documents and Settings\(USER)\Application Data\
Delete only the 'Chrome' folder, and not any other such as googleearth.
If you're unsure of what you're doing, you may also rename the folder to something like 'wasChrome', that way the folder isn't available to the future Chrome installation, but is still 'there'.
Once you've gotten rid of the Chrome folder, reinstall and this may solve all your problems.
