Do not have the parental code

Page 35 tells how to set a new code. The default code is 0000. It also says that if power is lost a new code must be set. So, perhaps you could simply unplug/plugin and see if code is set to 0000. If not, then read page 35.
Channel guard and V-Chip
settings are protected by a four-digit lock code. Your TV comes preset
with a lock code of 0000
You may change the code to any four-digit number you wish. To
change the lock code, follow the steps below.
Press the MENU button
To "Initial Setup"
To enter
To "Set Lock Code"
To operate (Password input screen will appear)
Enter the password by using the 10 button
keypad
The Set Lock Code screen will appear
To set the password, use the 10 button keypad
Press the OK button to finish your lock code is now set
NOTE: Before you proceed with the Factory Reset, enter a four-digit access code. The Factory Reset and
Parental Control always share the same access code. The default Parental Control code is 3355
NOTE: Parental Control setting can be reset by doing factory reset
If you ar unable to do this proceedings, do the unlock method used for Philips, and your TVs kit is of Philips.
Philips sets use a four digit code to control the v-chip. The override code for Philip sets is 0711, although it may say "Incorrect code" the first time to trick you. If "Incorrect code" is displayed, simply enter 0711 again. To use it hit the MENU key to get to the menus. Go up or down until you reach AUTOLOCK or SMARTLOCK, depending on the model, and push the "right arrow" key on the remote. Enter the override code, and enter it a second time if it says it is incorrect.
Once in the AUTOLOCK or SMARTLOCK menu, go to BLOCK, and push the "right arrow" key. Go to BLOCKING OPTIONS and press the "right arrow" key. Go to MASTER DISABLE and press the "right arrow" key so that it says "MASTER DISABLE ON". The v-chip is now reset.
