It sounds like what you hear working is the fan. The unit also has a compressor; if the compressor is bad or the freon is gone, the fan will run but the coils wont cool to remove moisture from the air.
Its not worth sending it to the shop! Dehumidifiers are made extremely cheap dont waste your money you will regret it later trust me. Sounds like circuit board issue costs almost what a new one runs.

Just, gingerly jiggle the float ball rod and it should release and return to the down position.If that doesn't work the first time, spray a light coating of WD40 on it.
Take it to a metal scrap yard and turn it in the copper and buy a new one. Buy a different brand.

If you unplugged the heater for 12-15 minutes, after turning OFF the Master On/OFF Switch, the electronics should reset themselves. Also, be sure that you don't have the humidity level set to high. Anything above 60% wont' extract any moisture to speak of. If your unit doesn't have an LED display, set the unit on Minimum.
