No. It the timing is off it will get spark at the wrong time but it will get spark. If the timing is off then the engine likely won't start because the spark is coming at the wrong time but no spark is a different problem.
you need to adjust the carburator and look at the linkage for the govenor to see if it is sticking, if you need more help on this post here for more info.
