SOURCE: How to Reload WIndows on a New Hard Drive?

You don't need to remove a hard drive to install a new operating system. You need an operating system reinstallation disc to do that. You can find a lot of tutorials on how to install windows 7 in youtube.

Need to reset the BIOS password, but don't know how.

Fastest way is to remove the bios battery, usually a 2032, while the computer is unplugged. Then press and hold the power button for thirty seconds. Plug it in and turn it on. The password should be removed. Some computers use a jumper pin that either has to move over one slot or be taken out entirely. The former works on laptops and desktops while I haven't seen a laptop that used the latter.

Bios setting probleme

you can not press the F12 or F2 Key at startup ....You need to hold the key down abd bios will open of boot order if F12 is pressed.

So hold the key down(F2,F12) then press the power key...keeping the F key pressed down.

Good Luck

How To Enter Bios Setup toshiba p855

Also I had to boot up Windows and shutdown normally for the F2/F12 at boot to work. I didn't realize that it hibernated and apparently a switch in the bios must have been set because I COULD NOT get into the bios. I tried for like an hour before popping in the old HD and shutting down Win 7 normally.
