If you are the original owner, Toshiba will reset your bios password for a price, there are third party sellers out there such as ebay, but be carefull not all can deliver.
If it is a password that is being asked before the Windows Logo, then it is the BIOS password. Unfortunately we cannot reset the CMOS battery from a laptop. You need to contact Toshiba Support for a generic password for this.

i need to know if it is user logon password or bios and hard drive password....the first user logon windows password is easier to override...the second bios start up password is a little hard to get rid of but the hard drive password is the most dificult to..but not imposible...if you want to remove hard drive pass you need to take it to an experienced skilled person...if do you want to remove user logon password use hirens boot cd, you can get more detailde info at: www.hiren.info/

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper and I wouldn't recommend doing it especially if it's under warranty.
Removing the BIOS battery will not reset the BIOS and remove the BIOS password.
On earilier model Toshiba a parallel port dongle will remove thw BIOS password.

1-5-10, 2-11, 3-17, 4-12, 6-16, 7-13, 8-14, 9-15 Plug the finished dongle in the printer port and power up the laptop. The password will be reset, go into the BIOS configuration to check the BIOS password, you may have to disable the BIOS password.
