We can send faxes but we can not receive faxes. The fax machine that sends the fax tell it that our line is busy. Is that a machine problem or a phone line problem?

Problem lies in your Receive Mode setting. If you don't have a dedicated phone line for the fax machine, you need to set it up for either Manual where you answer every call or Fax/Tel whereby the Fax machine determines if the incoming call is a fax or phone call. Instructions per Intellifax 4100 Manual.

Select a Receive Mode
Choose the mode that best suits your needs by pressing the Mode button
repeatedly until the FAX and FAX/TEL lights show the setting you want to use.
Manual
You must answer every call yourself.
The Brother machine must be started manually
to receive faxes.
Fax
For use with a dedicated fax line.
Every call is answered as a fax.
Fax/Tel
For receiving fax and voice calls on one line.
The FAX answers every call and receives a fax or
double rings for you to pick up a voice call.
TAD
For use with an answering device.
The TAD answers every call and stores voice messages.
Fax messages are printed.

Try using a standard phone to call your Fax Line
Connect a phone to this Line to test for voice
Disconnect Fax Machine from Phone Line
Reset Fax machine
The Fax machine is supposed to respond to the right tones being sent down the voice line
If it is not responding & all else works then check your Fax settings for "Receiving"

Yes, you must set up your fax machines like this: The receiving fax must be set to auto receive and the telephone line must be inserted in the "line" input. A line must then be connected from the "Tel" to the "Line" of the Transmitting machine, which must be set to "manual receive." This is not really a satisfactory way of doing things as you can't send and receive 2 machines on the same line together. A much better way is to have 2 lines. with a machine attached to each. Get the tel company to put "No answer transfer" on the line as an accesory. Give them the number of the fax machine that transmits. Make it "manual receive" Now you have a versatile system that you can also use the office telephone with.

Have you called your own fax line and just listened to the fax hand shake? might sound simple but I have called fax lines before and it just rang, or it was busy or static, if your not getting a clear fax hand shake, then it is the phone line, if there is no answer you may have turned your fax to manual receive mode, If you don't know how it should sound call a friends business fax line and listen to it. I have actually gone out to businesses that reported send or receive problems just to call the line and listen to a disconnect message, that would make it difficult to fax.

Just a suggestion. This effect can happen if you have plugged the line cord into the tel jack instead of line jack.
