Hello
If the drivers allows it, you can change the region, ! of course, its inside the drivers settings. over the device manager.
its inside the DVD rom code software
all this, the OS only is he silly messenger.
the DVD drive ,alone dictates this.
right now, im not in usa
and ours here are region free.
cuz they can.(buy them)
no MPAA here. sorry.

SOURCE: DVD Player region coding changes
You can only change the region code 4 times then it locks on the last change.
There are some firmware upgrades that can change the drive to region free, if you can screw it up or put in the wrong frmware upgrade then the DVD drive will be a piece on junk.
I suggest you install a region free software that will allow you to play and region DVDs.
Go to www.dvdidle.com to get their Region-Free software, it is not very expensive.
With Windows XP and above and most DVD players today users do have the option to change their DVD region scheme a few times (often no more than four times).
To adjust the region in Windows follow the below steps.
Click Start, Settings, and open Control Panel
Double-click the System icon.
In the System Properties click the Hardware tab.
In Hardware click the Device Manager button.
In Device Manager click the "+" symbol next to the DVD/CD-ROM drives icon.
This should expand and display each of the drives installed in your computer. Double-click the
DVD drive you wish to change the region for.
In the Properties window click the DVD Region tab.
Within this window you should be able to change your region code and also be able to see how many changes remaining you have on the drive.

Modify region code for software-based DVD players
http://download.cnet.com/dvd-region-css-free/3000-2646_4-68452.html
DVD Region+CSS Free enables you to watch and copy any region-coded/CSS-encrypted DVD movies on any DVD drive! It works automatically in the background and will play with any DVD player and DVD copy software
hope this helps
