Why one wheel turns and other won't

Sounds like a seized bearing. Shoot oil into it or remove wheel and you can tell that way. I would oil the shaft and wheel well before taking apart.

Front wheels on manual mower lock when pushing for awhile.

1 Locate the height adjustment lever on the inside of the left rear wheel.
2 Kneel next to the mower and push the left height adjustment lever toward the center of the mower. This will unlock the lever from the locking pin on which the height is currently set.

3Rotate the lever toward the front of the mower to lower the height of cut, or toward the rear of the mower to raise the height of cut.

4 Release the lever over the locking pin closest to the desired height of cut.

5 Repeat these steps with the adjustment lever on the right-side rear wheel. Be sure to set the right wheel lever to the same position as the left-side wheel's lever for an even cut.

How do you adjust push-reel mower

You don't! Usually. Some allow height adjustments only. Others do not! One height fits all! On a side note...I hope you are a youngster! Maaaan! those puppies really require more push energy than you'd think. And if you aren't a young'in I sincerely hope you got a "victory garden" patch or something small in area...WHEW! But...I have seen them for sale "new" as recently as 2 weeks ago. (I'd rather faint from trying to pull start my "self propelled" baby!

How to adjust blades to cut evenly?

should be a screw iether side above the blade turn clockwize to close the gap between  the blades both sides should touch the cutting blade on the bottom you have to turn the centre blades by hand to make sure both sides are even but be careful not to catch fingers on the blades while turning
