I have found a list of error codes at the link below and your code is described as;
Drum EEPROM error Reading from or writing to EEPROM cannot be performed. Poor contact in the connector terminals. Defective drum unit. Error Codes Kyocera Mita KM3060
It looks therefore like a drum unit problem which probably requires a replacement drum unless you can check and improve the contacts in the connector terminals.

developer and toner are two drifernt things you have to check to see if the developing unit is installed correctly

Check procedures/corrective measures:
Turn the main power switch off and on.

You need to clean the bottom of the printhead, and use a Q-tip to clean the wipers on the clean station that is on the right side where the printhead parks. There are 2 or 3 squeegees there that wipe the bottom of the printhead and when there's too much ink it stays on the printhead causing the smears.

I think you need to change the tranfer belt assm.
If all the colors are smearing .

Or all of your toners are bad and leaking,
