The lens error is usually caused by mechanical faults concerning lens assembly. This happens because there is dirt inside the lens (sand dust), or one part in the lens assembly is bad or went out of place.
Because of this he lens cannot extend or retract fully, the error is detected and lens error is returned.

Sometimes this can be fixed playing with the lens during extraction or retraction to help the lens asset getting back to normal.
If if does not extend tapping gently the back of the camera, and if it does not retract helping lens back in while turning camera respectively on and off.

More often the camera lens must be disassembled and re-assembled by a technician to fix the problem.

My casio EX-S10 lens stuck out and wont turn on even with battery recharged

Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Here are some troubleshooting steps that you can try that may (or may not) correct it. They only seem to work for less than 40% of the lens errors, but if the camera is out of warranty (or repair cost approaches that of the camera), they're worth that try. Some of the later steps do involve some risk to the camera, so carefully weigh your options before deciding to conduct them.
And here's a 16 minute video summary of the info shown in the link. But note that the article link above goes into even greater detail than this video:

Connected my Casio Exilim EX-Z300 cable wire into the USB port on my PC

Try NOT connecting your camera to your computer.

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.

When i turn the camera on, the lens extends out from the camera and immediately retracts, turning the camera off. the battery is charged fully. the camera is a casio exilim ex-z300

you might have put your camera down which would have caused the lens array to be damaged.please take your cam to the nearest service center.please do not try to disassemble your camera unless you know how to do it.
i am telling this because most of the people try to change the defected part alone after getting the new one through eBay. this causes the cam to be de-calibrated affecting the performance as well as the quality.so, my kind advice is to take it to the nearest service center and if its within one year of purchase, it is free of service charge.
thanks.
