I believe that's an older model, rechargeable batteries only last so many years. Seems as though they have given up. Replace batteries if you can. If not the Logitech Harmony Remotes are the best thing I have run across for universal ease. I have set up 5 for different clients and the start at about $50. I think you might be happy to switch to one.

That is a pretty inexpensive tablet. The screen is broken and the machine isn't worth repairing. The screen will cost far more than a new comparable tablet, sorry for the bad news.
Hopefully, pixels on the screen light-up ONLY when Windows tells them to light-up. However, you have some electrical problem inside the LCD screen, causing a "row" of LEDs to ALWAYS light-up.
So, your LCD is just "slightly" broken.
It's probably about $200 for a replacement LCD screen,
plus $60 to $75 for "labour" to replace it,
if the white-line annoys you too much.
Dropping the netbook will have probably broken the LCD screen.
There is no other way to repair the problem without replacing the screen itself. You can however use a external monitor and use the keyboard to toggle between the two screens.
I know this is probably not what you wanted to hear but unfortunately LCD screens are fragile so a good knock can crack them causing only one half or the part or the screen which is not broken to show. The backlight itself sounds like its working as there is still light showing behind the cracks.
You can't fix this by yourself. Your LCD screen is officially broken. If you have a service plan, you can generally get the phone exchanged for a nominal fee.
