Hinge on quiet close stopped working

A lot of these slow closing toilet seats don't work well, so I suggest an alternative, Drop-a-Seat cushions. They stick on to the bottom of the toilet seat, allow you to drop any toilet seat, gravity does all the work, and the cushions absorb the impact. They're non-absorbent, stick on for easy installation (permanent yet removable), and are only $4.99. Check them out at www.drop-a-seat.com

Toilet seat no longer closes slowly. How do you adjust the mechanism to slow the speed of the seat and cover to slowly close without making a sound as it closes.

I don't believe it is adjustable -- you'll probably need to replace it.

There is no adjustment for a slow close/quiet close seat. It would defest the manufacturers intent.

It needs a new air shock on it. You might be able to take the old one apart and fix it but replacement would be best.
