You have been using outlook, but you should still have outlook express on the programmes menu, when you open outlook express up it will ask if you wish to make this programme your default email programme.
if you have uninstalled outlook in office fully the option wont come up as there is only one email programme anyway.

first, you have to locate your outlook express folder by open outlook express, click Tools and select Options.
In Options menu, select Maintenance and click store folder. Copy the folder path (e.g. C:\Documents and Settings\tcit\Local Settings\Application Data\Identities\{FBB43B68-51D1-40E2-AFEC-8C6E18F75EE1}\Microsoft) and paste it into Run (in Start Menu) and click OK.
The path will be open in the explorer, just right click on the Outlook Express folder and select share.

I think the problem is from your sender. Is the message sent from a personnel email address or from a corporate address? I asked because where I worked, we could make rules to send messages and sometimes those rules were causing that type of problem.
This sounds like a virus. there are no settings that allow messages to double-up. Run an Anti-Virus that will check your E-mail aswell as the rest of your software. Hope this helps.
