Simple answer, no.

CB is AM only, no FM allowed on CB channels.

There are some outlaw FM radios floating around, but you really don't want to get into that mess.

If you have not bought it yet some dealers may have them already set up.Cobra is a popular radio so before you buy ask. you could just match it up to a cobra 25 mic though.

Schematics for a cobra 148 NW

Most units do NOT allow modulation adjustment as any more than 90-100% modulation causes adjacent channel signal "Splatter" therefore is subject to restrictions, hence generally that is locked. Also there really is no reason to have more than 100% modulation..as well ... why? I would suggest a voice/speech "Compressor" would be more suited.

We have a Cobra 148 nw st Sound Tracker When

It could be..
Final blown : worst case
bad mic : try another one
CB/PA switch on PA instead of CB
CB/WX swithc on WX instead of CB :you cannot transmit on weather.
Broken wire on mic jack.

Try the mic and switches first, and if that doesn't help you may need to take to tech. You can find one at a cb shop usually at truck stops.

I found a download for the manual but it didn't start and IE complained about the file:

Cobra CB Radio 148 NW ST

The first thing to do is to check if your power wire actually has power to it. Do this with a test light or a multimeter. Given that the wire is powered, check to make sure your ground is good. Modern cars have so much plastic in them that grounds may be hard to find. The next step is to check the rig's fuse. Make sure the microphone is plugged in, too. If none of this helps, your radio needs repair or replacement.
