This means the system can no longer communicate with the voice mail. You can try to locate the voice mail and power cycle the unit to resolve the issue, If you still get inactive feature after the reboot you will need to replace the vms.
If you are getting inactive feature when entering feature 983 the phone system and voice mail unit are not communicating. This usually requires a power reset to clear. Or the voice mail unit is in trouble and a vendor needs to be called.
Press FEATURE (above the HOLD key on old sets or the Nortel Symbol on the new sets) Then press 981 on the dial pad.
If states "Inactive when done then your voice mail system is down or the feature code was changed, either way if you do have voice mail then call your tech in to check the system right away.
If none of the voice mail feature codes work (feature 980-989) then the voice mail system is either not working or isn't recognized by the telephone system.Go to your communications closet and check to see if theres a power light on in the voicemail.If not then you might want to call in your tele system service provider.

You dont have integration.
First this is at least 2 port voicemail so you should have at least two extensions and ports cross connected to startalk.
Once you verified your ports and extensions everything should work since you received system preprogrammed and none of the programming was lost.
Start with "Feature 9 (star) 1" from a Norstar telephone, to view the CallPilot Feature Code list. Then enter the System Administration feature code.

Is this just voice mail or are other features not working. Voice mail is a separate part from the phone system so you could be having phone system trouble or voice mail trouble.
Most Norstar system use a capacitor for memory backup and they typically do not fail. I have seen circumstances where rapid on/off cycles (that can happen when the power goes out in a storm etc..) cause the programming to become scrambled. You should put your phone system on a good surge protector or UPS battery backup.
How about other programming? Did anything default? What is the time and date on the system?
