As Epson does not have drivers for this Vista, have you tried the driver for Windows XP?
You can find them here
Hope this can help.

SOURCE: Epson Perfection 1200 Scanner Driver Needed for Windows 7
I posted this for another user but i'll post it here too,
I remember looking for hours for a driver
for my Epson 1200 scanner back when I upgraded by dad to Vista 64 Bit,
eventually I found one. Just today I upgraded him to Windows 7 64 bit
and remembered I couldn't get it to work, luckily I was able to dig up
the driver I used for Vista 64. Worked great in Windows 7.
I
can't remember where I found it so I can't credit the person who made
the driver unfortunately, however i've uploaded it to Rapidshare for
you to download. Here is the link:
http://rapidshare.com/files/324940248/epsonScan_1.0_Per1200Win64eu.zip.html
Just open up the zip file and run the setup. :)
Hope this helps, Merry Christmas!

I had the same problem.
First solution: Use Ubuntu instead, it works great with 64 bit.
Second solution: Download the full version of vuescan from a torrent site. (This program has a driver that will work with thousands of scanners) The demo version puts watermarks in your scan. Why pay for a program that makes your scanner work when Epson should get their lazy ***** to work making drivers for 64 bit?

RapidShare is dead.
I used this link today 7-24-2012 and it worked like a charm.

A huge THANK YOU to the person who did the work that Epson
should be doing.
Without the scanner turned on, I downloaded the file, unziped it
and extracted the files. I then ran the .exe
After that I turned on the scanner and let Win 7 install the device.
Simple as pie.
