It sounds like you've either erased the partition where Dell stores this restoration, or someone else has. The only way to get this back to manufactured state is to request a disc from Dell or re-install the OS.
Make sure that you have installed the latest drivers from Dell's website. Also make sure that the windows audio service is started in the Services window. You may access services window by Click on Start >> Run, type "services.msc" without the quotes and press Ok. If it is slready started, try restarting it.
start at page 49 of the manual ("http://support.dell.com/support/edocs/systems/924/en/om_en/om_en.pdf" if you don't have it) and go through to page 58 to try to find method to solve this for you. good luck!
