SOURCE: Ipod touch (2nd Gen) with water damage

The touch screen is not physically attached to the screen, if water was anywhere near the bottom of the ipod it may have triggered the water damage unit inside the bottom. Water also may have leaked into the unit frying the circuits. You'll have to visit an Apple store or Apple.com/support for repair.

Ipod touch screen is unresponsive but it makes sounds like normal

Fix an Unresponsive Ipod Screen
Many of today's electronic devices including cell phones, music players and portable game systems have a touch screen.
When a touch screen fails, it does not respond when you tap it with your finger or a stylus.
This can happen due to several reasons, such as a screen protector, dust or improper calibration.
You can often fix an unresponsive touch screen by cleaning it or resetting the device.
Remove the plastic touch screen protector sheet.
Some protector sheets are too thick and prevent the touch screen from responding to your touch. If you must use a protector screen, only use one that is licensed for your specific device.
Wipe the screen with a soft microfiber cloth.
Clean off any dirt, dust or fingerprints on the screen.

Dry your hands thoroughly.
The touch screen will not respond if your hands are wet.
Reset the device.
If your device does not have a "Reset" button, remove the battery, memory card or SIM card, then reinstall them.

Delete any third-party applications you recently installed.
Some third-party applications can cause your device to lock up or freeze.

Recalibrate the touch screen.
Look in the device's Settings menu for a calibration option and follow the prompts.

iPod touch: Hardware troubleshooting
If this fails to fix the problem
Press the "On/Off-Sleep/Wake" button and hold it for a few seconds, until a red slider appears. Press the "Home" button until the frozen app quits.
If this doesn't work, you can try restarting the iPod touch.
Press the "On/Off-Sleep/Wake" button if you need to restart the iPod touch, and hold it until the red slider appears on the screen.
Slide your finger over the slider to turn off the device.
Press the "On/Off-Sleep/Wake" button and hold it until the iPod touch turns back on.
If you can't turn off the iPod touch, you can try resetting it.
Press the "On/Off-Sleep/Wake" button while simultaneously pressing the "Home" button when you want to reset the iPod touch, and continue to hold the buttons for at least 10 seconds, until the screen goes black and the Apple logo appears.

When it doesn't respond, or if the status light is solid red, you can reset it.
Slide the three-way switch left toward the word "Off," covering the green bar. Wait 10 seconds, and then slide the switch back to reveal the green bar to turn it back on.
