Phillips TV makes a crackling noise then it shuts off

Well if the power supply board alone is making the same then clearly the problem is in it.

I can't tell you remotely what makes the noise and why is it shutting down.

I've seen them make noise because of a shorted diode in the PFC circuit, because of a failed capacitor in the Vs or standby circuit, because of a cracked solder joint in some of the large transformers or because of a worn out filter capacitors. Oh, and because of a failing thermistor at the board's input, but that's usually accompanied with smoke and is easy to detect, plus it only happens once or at most twice.

If course it may as well be something else.

The best I can do is offer you to send the board to us for inspection and repair.

How I fix the window unit airconditioner blow the fuse in circuit board

you have a short unplug each section one at a time from the board fan then compressor and try it each time to see which one does not blow the fuse you may lose a few fuses but you will find out where your problem is

Will my diagnostic tool be damaged if i unpluged it a couple of times without shutting the car off first???

it shouldn't, but its not advisable to do that just due to a possible arching of power to it,, Most of them have a surge protection fuse located inside the tester,, on the circuit board, but it could short out the screen and other sensitive parts on the circuit board . basically , if they work, they work , if the fuse blows nothing will show up,,

From my PCP80 Service Manual:

FAULT: The projection lamp is lit for a short moment and then goes out. POSSIBLE CAUSE: 1.The rectifier and lamp change board are out of order. AND/OR: 2.Both triacs turn on. Both lamps are lighted until the automatic circuit breaker is released. MEASURES: 1. Change both boards. 2. Change the triac board.

Replace the fan and all fuses on the circuit board,if it is LCD or 3LCD clean the LCD, check the wattages with a tester.

Janitrol gmp125-4, blower shuts off while burners still on,

Sounds like fan motor is bad getting hot and opening the circuit inside the motor and then after couple minutes cools off enough to complete the circuit and runs for little while and does it over and over.

Set will not stay on

Better get this checked out by a technican. One possible reason could be coolant from the picture tubes leaking down onto the printed circuit board causing this symptom which could end up destroying the circuit traces on that board. Other possibilities include problems in the power supply or deflection circuits. If the set is over 8 years old, I would just replace it with a HDTV.
