Well if the power supply board alone is making the same then clearly the problem is in it.
I can't tell you remotely what makes the noise and why is it shutting down.
I've seen them make noise because of a shorted diode in the PFC circuit, because of a failed capacitor in the Vs or standby circuit, because of a cracked solder joint in some of the large transformers or because of a worn out filter capacitors. Oh, and because of a failing thermistor at the board's input, but that's usually accompanied with smoke and is easy to detect, plus it only happens once or at most twice.
If course it may as well be something else.
The best I can do is offer you to send the board to us for inspection and repair.
