Your library seems to have been converted to a newer version of iTunes. You need to upgrade your iTunes software.

I downgraded itunes from 8.0 to 7.5 now when i try running itunes it says (The file "i Tunes Library.itl" cannot be read because it was created by a newer version of itune). how do i fix that?

You can fix this by updateing. Apple puts blocks in place to cause the older versions to stop working. They do this because people learn how to unlock the music they buy on itunes so Apple has to create new locks. To avoid this, never update. They claim to be fixing bugs but they are really making it difficult to remove the locks. They are also updating itunes for the itouch and iphone.
If this didn't help, you can go into chat on Apples website and they will tell you more about the error code being thrown. Good Luck,
