If it is fully tensioned then double check all idlers and blade mandrels. The other thing that happens even to factory technicians is belt in pulleys i've seen technicians put belts on and not be on pulleys do to slipping off when installing on pto clutch.

SOURCE: Electric Clutch want engage the mower deck on my l120 john deere

They wear out. How old is the mower? Mine just gave out this week in the peak of hay season. (my grass) The wire can be unhooked from the PTO clutch and a 12 volt jumper can test it, if it jumps, it is good, if not, it is shorted out, they are expensive, I found 3 of them all the wrong size for mine. Try to find the same one. Ebay has a couple on there right now. Check it out.

John Deere L130

I have not worked on these lawn mowers but there is plenty of posts on different lawn mower sites on how to rebuild the John Deere L1xx series transmissions. I would suggest have a read of this site. It also mentions the parts required and the cost. I understand these lawn movers use the K46 transmission system.

I have a L130 and after it warms up it starts to whine and won't go up a hill.

Is the belt going tight enough when the drive is engaged make sure it is not slipping or you may have a rear drive problem.
