It most likley is the power supply on the TV itself. There are 4 capasitors that are known to go out. You can tell this by the tops popping out or black goo coming out. You can buy everything you need at Radio Shack. I spent 22$ for soldering iron and everything I needed. I have posted pictures here. I also watched some videos on desoldering and soldering on a circuit board - very helpful.

Your panel is bad. It is requiring you to have enough power to turn on your tv.
I have a 52 inch samsung LCD touch of color that keeps making the sounds to turn on then stops and 3 seconds later tried again and again and again but won't turn on. Please help

It can't be the power supply because there is power getting to the relay on the PSPF CCA. It's on that CCA that the relay "RL8025" is the component clicking. Now I am unsure if it is the relay that is bad but I do believe it is the problem. I will update when done fixing the TV.
