HP has no issues with it, its near obsolete. 10 years old.

no OS stated, is this the virus magnet XP or now dead VISTA
that matters big time, the OS, state that first.
all hardware can be fixed. all can,! deep pockets and lots of spare time. sure.
all old PCs freeze!, for many reasons.
top causes (my worthless guess only fate wins is true )
1: virus infected , x
2: the main battery is shorted, take it out run on AC all day.
3: coin cells fail, all do , not one lasts 10 years (2-5 is spec from top maker ('copper top")
4: spilled drinks into IT.
5: HDD bad. dead or failing and freezing, sure. vast PCs are put in the land fill for this alone when you see price of the fix.
(new HDD + new cost of new OS + labor) ouch
now the HP point finger thing, sure there are limons.
many (vast) 2008 laptops had the GPU Nvidia solderballs from H3LL failure, HP and you victim.
if the screens does not do crazy things, its not Solderballs.
your PC came with VISTA new. is it still vista after 10 long years?
VISTA support ended at MS this spring
this makes getting vista drivers from MS real hard if not inpossible.
that leaves only HP page for driver, lucky you not deleted yet

so if you put in any linux disk CD and boot if the Linux runs ok
then you lean in 5min that the OS on the HDD is bad or the HDD is bad.
things to check
fan blows? no packed in lint or overheating all vents clear.
COIN cell new? 2.9v to 3.3v good below that not good at all.
run a HDD test yet, that be next. in order here.
the BIOS can have a HDD test if lucky most do 2006 up. years.

Is the Drive detected in the BIOS? Can you boot from your Windows or any bootable disc? If so try this solution:
Always backup your registry before editing and use care to find exact key!
Start Registry Editor (Start, Run and type in regedit then click)
Find
"UpperFilters" and "LowerFilters" (and "UpperFilters.bak"
"LowerFilters.bak", if they exist) value under the following key in the
registry, and delete it:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
Quit Registry Editor.
Reboot.
NOTE: You might need to reinstall any CD recording apps you have, if they start to not work completely, after doing this.

my experience with some notebook touchpad is that they dont function verywell if its dark . try using ur laptop on a well lighted area. if it still does not run properly it might be your pad is defective.. try purchasing a mouse as an alternative

I have been having the same problem for months and think I finally may have solved the problem!
go to control panel-->Pen and Input Devices--->click on tab labeled Touch---> un-check box to use fingers as input devise. :) Wasn't that easy?! all this time I've been dealing with this problem and all I had to do was un-check a box:) the pen still works too!

I got it! (For Vista)
Step 1: Right click "My Computer" and select "Properties"
Step 2: On the left menu there is an option for "Device Manager"
Step 3: At the bottom of the page, there is a section named "Universal Serial Bus Controller", expand it.
Step 4: You will see a device listed as "hx2lp kit" or similar. Right click and select "Uninstall"
Step 5: It will prompt you to delete the driver files. Click "Yes" (I think this was a check box)
Step 6: Watch as Windows finds all your devices that had been missing! (touch screen, fingerprint scanner, and web cam)
