Having problems with consistant flushing. Plumber is here working on the issue and I was looking for a manual or adjustment instructions. It is an Eljer Canterbury from the late 80's.
The problem is the flapper closing too soon or too late to get the best flush. There are several brands out there that are adjustable. I agree about finding another plumber if he can't fix this, but you should consider buying a new low flow toilet. There are a few brands that have a "Power Flush" tank which uses a pressurized bladder inside the tank to flush the toilet consistently and completely every time. Another upside is the water savings (1.6 gallons versus 4-6 gallons).

If a plumber needs manual or instructions to adjust he is not a plumber. I would fire him and get a real plumber. He should know how to do that with out a manual or he can call the office to ask them.
A friend of mine hired Portland plumber that helped him with the same issue.
That is not what the problem is. There is a hole in the flush hole near the front of the toilet and there is likely some hard water residue or some type of toilet paper residue that slows the jet assist from finishing the flush. Go to a Lowes or Home Depot in the plumbing section you will find a very small round wire brush that is about 3 inches in overall length and the brush end is designed to clean 1/2 inch copper fittings. You will have to run that inside the small hole and move it side to side and in a circular motion to scrape off any build up. The unit will now flush just fine for six months to a year. Would also help to drain the bowl cut off the water so it will not refill and pour about a 1/2 to 3/4 cup of CLR and allow it to sit overnight or during the day before brushing. Works fine on mine...
