A slowly flashing red light indicates dead batteries. Check to see if charger is putting out 26VDC. If it is, then the batteries need to be replaced. If it isn't, replace the charger with an approved power mobility equipment charger.

Mine is an Invacare M51 Pronto Surestep with an onboard Winsunny battery charger. My charging lights are solid red and green/ yellow. Depending on if it is charging or not. What kind of charger do you have?
I have to replace my charger because it is not working. My green light is staying green while charging even though my joystick is showing my batteries are depleting and I just got new batteries. sigh.

Razor Bistro scooter won't take charge - light stays red

i had the same problem with mine and it ended up being that one of the batteries was bad, there are two 12v batteries wired in series under the seat, usually you can tell which one is bad by looking at them, one of the batteries will be swelled up

Gogo elitescooter lights indicate battery fully charged but scooter will not go

Make sure the free-wheel lever is engaged and the charger is unplugged from the scooter before you try to turn the scooter on. If the battery gauge goes up when you turn the scooter on and there are no beeping sounds you should be good to go.If the battery gauge drops to the red when you try to accelerate slowly, your batteries are shot. (Typical replacement in 24-48 months).If there is any beeping when the key is first turned on then there is a problem and the number of beeps indicates the problem found by the computer during the POST. hi, first check the charger, can you try another charger ?

if you're convince the charger is charging ok then it points to the batteries being tired and need replacing but first check the connections to make sure there is not a loose connection.

Status light is red

check the battery connections where they plug into the controller, (under shroud) usually black and white in color. may have worked itself unplugged from the terrain moving them
