This is a switching power supply running from line voltage. For personal safety USE AN ISOLATION transformer when working on it. First thing is to measure all the voltage outputs before and during shutdown. Switching power supplies often require use of an oscilloscope to repair. The three terminal regulators that follow the main switching supply each have thermal shutdown so if one of them is being overloaded it will shutdown and that voltage will drop way down. Use great caution when working on the supply!!!
Could be a few issues. If it is powered up when you plug it in, it might have a short circuit protection that shuts it down, or a thermal overload that is over sensitive. It might also be an issue with the cable you are using to connect it, from a broken wire to one that has a plug just slightly too long- there are 5 different tip lengths.
This also assumes the input itself is not being over driven, and that the output is not shorting out either..
What it sounds like is that the thermal overload protection is engaging because there is a component that is overheating. I don't know what the operating voltage is of 12AX7A/ECC83 but I would imagine that would be one of the hottest components in the chassis along with the switching power supply. There is an issue with your pedal however it is tough to say without looking at it. Sorry I couldn't be more help. Good luck!
It is unlikely the transformer is bad, Some of these have a thermal fuse in the windings. Usually failed components overload the power supply and blow the main fuse.
Insufficent information !!! Are you controlling this by the footswitch or the onboard switch? If the onboard switch and you HAVE at some point used the footswitch, likely the contact on the footswitch jack has failed that transfers control to the internal switch. If you haven't tried the footswitch see if that has control. I can send you the link to the schematics if you know how to read them. Here they are:
