Is it newer or older?

If its older probably has a low charge or mechanical problem if its newer and a energy efficient model, it could be anything from a computer board to a mechanical problem.

did you lay it down when transporting ? if so it must stand upright for 24 hours before use.

Most likely a circuation fan. In most refrigerators the freezer actuall cools the fridge compartment, hence the need for the circulation fan.

higher the number, colder the fridge ie 7 is the coldest setting
switch with red dot is for summer/winter operation. only necessary to switch it on if the appliance is in a cold location
