its better you should reinstall the os or repair it using recovery option

!) Is the Laptop new.? If yes take it back to the store.
2) If used Reinstall the driver, shot the Laptop down and reboot. If the problem continues the cam itself may be faulty.

First thing is to check the lamp. you can easily change this yourself.

can you get on in safemode

Check the power supply unit. POST is may not be reaching the board itself.

problem with ur memory(RAM)

If your Usb port works, then the mobo is working, so possible graphics problem. Try booting up in safe mode(normally pressing F8) on boot up then highlight 'start windows in safe mode', to see if Windows will load with only minimal drivers, if so restart again, pressing F8 again, but this time highlight 'start windows with last known good configuration' Doing any of these 2 things can be done in any order, either last known good config first or safe mode.
