If they are that far gone I would just replace them. I don't know of any way to remove tar stains. The time that it would take to clean them would cost you the equivalent of buying new blinds.

1) For heavily corroded battery terminals theres a simple way to clean...just pour some carbonated soft drink over them and watch the corrosion get eaten way in minutes.....quickest and easiest way isn't it...!! Baking powder and Soda also helps.
2)For better contact of battery posts apply a little amount of Vaseline...
3) Car wipers wearing out..?? Just rub some sandpaper briskly to them to extend their life/
4) The car radio Antenna will smoothly go in & out if you apply some vaseline over it this also extends its life.
5) Peanut butter and laundry pre-wash liquid can work wonders for removing Tar from the Car's finish.
6) To clean & wipe of the snow from your car easiest and quickest way is to clean it with a BROOM. Shorten the handle of the broom for easy storage in the trunk.

If you would please look at the glass and the metal door in which it attaches, I believe you will see there is a black "tar" that holds it in place.
First, disconnect the electric rear window defroster wire, if you have one.
You would, using a very thin steel wire, separate the glass from the "tar".
Then, clean the tar out of the channel, and prepare the rear door for new tar and the new glass.
It sticks on.
causes:
1) Dusty window motor wheels.
2) Blown window motor.
Check if there is any little knock sound when pushing window up/down knob. If yes you have dusty unit. Needs cleaning and lubricating.
If now try cleaning and lubricating firs, but looks like blown motor.
