Did you fill the new filters with hydraulic oil before you put them back on. If not you will get air in the system which will cause the hydraulics to fail.
is the lever pulled out that allows you to push it when its not running?the one on the rear of the mower above the hitch point some you need to remove the trans to fill them
You needb to drain the hydrolic fluid and then remove the suction tubethat comes from the right side of the engine and attaches to the hydrolic pump.Loosen the hose clamps and seperate the hose from the tube.Now go under the tractor and remove the brace that goes to the deck.Then go further under the tractor and take the last bolts out of the suction tube.Now you can remove the suction screen and clean it with some solvent and put it back in.Put your tractor back together,install a new hydrolic filter and top up the hydrolic oil,it should move.
hydraulic pump may be going out, you have to have a good working pump for your hydraulics to work right, there are also some check valves that could be leaking, this will also give you a low pressure reading, low pressure will also effect pto engagement
make shure none of your hydrolic cylenders are extended and fill it up till you can stick you finger in there and it barley touches if you do this when cylenders are extended you will over fill it.
