My neighbor ran over my daughter's 16" Barbie bike

Firs, put a clamp (or a helper) to hold the working end of the brakes against the wheel rim, this will make the brake cable loose. Now loosen the "anchor bolt" (see three different kinds of brakes pictured below) where the cable attached, then pull the slack out of the cable and retighten the anchor bolt. That provides a big adjustment. Now to make a finer adjustment, use the adjusting barrel. Good luck!

I imagine the tires have a brand name and their exact specs embossed on the sidewalls. Hit the search engines and eBay. You may end up having to get a new pair if color match is important. ANY bicycle shop and many big box stores that sell kids' bikes will carry something that will fit.

I went to a five and dime and bought streamers for my kids, they made their own and had a blast doing it,, you can use a ziptie, once they add all the colors they want, and stuff that in the handlebar grip hole to mount them,

I don't know where you are but there's a whole bike one on eBay for cheap local pickup.

Maybe make an offer for the seat only, delivered.

The training wheels are not meant to be as low as the back wheel. The idea is that the child learns to balance the bike but if it goes over to one side the training wheel touches the ground and stops the bike from falling

Call Dynacraft (bike maker) at 1-800-551-0032. My daughter's rear tire was flat and they sent out a new tube for free. She had the bike for only about 4 months. They also sent out a new rear tire as bearing/coaster brake assembly was make noises. The only problem is her original rim was purple and they sent out a silver colored rim as they don't have purple replacement part. I also had to install the tube and tire on the new rim. They only send replacement parts not assemblies.

Its either a 12" or 16" tire replace with any tire you like in that size

I see at least 7 bicycle shops in your area. The training wheels don't have to be made by the same company that made the bicycle. Phone around to the various shops and give them the same info you posted here. If you don't feel comfortable installing them yourself the shop you choose will be able to install them easily. Yes, The front brakes are designed for the torque of stopping to "Pull" away from the neck. if you look at a bigger bike it has brackets to help support it in the rear brakes as it rests on the frame while stopping...the front brakes do not have these brackets. However if you DID install these same brackets on the front and had them mounted backwards then i see no harm. granted its just a little barbie bike. but still...you want your daughter safe at all costs.
