Plug in AC adapter, get a solid green power light and a solid yellow charge battery light, but no power up, no boot, fan won't start, no sound at all. I tried tapping below the 2 keys under touchpad a few times, as well as holding down power key up top keyboard and still nothing. Please help. Also, I am just turning it back on after 10 months of having it off.

First off start with cheap, Replace the external powersupply, (the ac power cables and company)
Second, Replace the battery. However if it dosn't show the lights atall when it's plugged in it must not be the battery. Because even without the battery a light should come on saying the laptop is plugged in.
Finnaly what I think the problem probably consists of:
You most-likely need to get your computer repaired by someone, There's mostlikely a fault in the internal power supply. that charges the battery. I'm guessing maybe a little fuse or something popped and you need it replaced. But best get a professional to do it instead of someone who knows nothing.

sounds like your charging circuit isn't working or the adapter isn't putting out enough power or amprage to fully charge the battery, or you battery went bad. if the charging circuit is bad then so is *********** board, time to burry the system and buy a new one
SOURCE: i had the battery not recognized on boot up. then
the Dell AC adapter has a sensing pin so the bios can determine the wattage of the adapter. If the system cannot ID the adapter, the battery charger circuit is disabled. You'll need a functional DELL ac adapter to get the battery to charge
Testimonial: "thanks for the prompt response."

Just call Dell, don't take it back to Best Buy or anything (that's where I got my Inspiron 1565). They will put you through a couple troubleshooting items and decide whether it's the AC adapter went bad or if they have to replace your motherboard. It's all free since they have a 1yr hardware warranty.

Switch ON the PC, boot the PC in
'Safe Mode' by continuously tapping F8 button after you switch On. The
detail of that particular date should show "System Checkpoint" and
time on the right hand side box. Select that date.
Let windows boot in Safe Mode and log in to windows.
Go to 'Start'--->Programs--->Accessories--->System Tools--->System
Restore
Here you will have to check "Restore computer to an earlier time' and
click Next
Now you will find one Month Calendar window with Dates below, go to
the previous month by clicking the '<' sign in the upper left hand
corner of the Month Calendar and select any date that you see in Bold.
Now, Click on Next and System Restore will start and windows will take a
reboot.
Just try this and leave a feedback for next steps.
Most newer models of Dell computers now have a diagnostic LED surrounding the power button on the from of the computer. When you press the power button to boot the PC, the light should be green and remain green under normal circumstances. Any other lights will help you troubleshoot the power issue you are having. A solid green light means the computer is operating normally. A solid yellow light indicates the power supply is operating normally but the computer is not processing data. This could mean there is a problem with the CPu or another component on the motherboard. A blinking yellow light indicates the power supply is receiving power from the wall, but not functioning properly. This generally means the power supply itself is bad and should be tested or replaced. A blinking green light means the computer is in standby mode. Hope this helps!
So use the LED power light codes if your Dell computer has them. Also pay attention to any unusual beeps or sounds coming from the computer. Then join us in our free computer tech support forums and we'll try and help you solve your PC problem. Sometimes, however, a service call to Dell will be required. If your system is still under warranty, you should always just call them first, as tampering with your computer may void your warranty.
