My Motorola electrify won't turn on or charge. It

battery short circuited change the battery and see that you do not charge overtime. second is recharge only after the battery has compltely been used from previous charging

If the phone was totally dead before it refused to charge initially, then the refusal to charge is due to the fact that there was no residual charge left to bring it to a charge, because the battery completely died.
To fix it, kick start the charging process.
Remove the battery, and using a universal charger (desktop charger) charge the battery for say 10 minutes, before re- inserting the battery to the phone and continuing with the normal charging process.
If this does not work out, then problem is with the charging port. It has to be replaced. This can be done by nearby local phone repairers.
