You need to left click the batch file and "Run as Administrator".

Is your vista account set up for administration or for limited use, if you are not a administrator on the account of the os then you wont have installation privileges.

To activate the administrator account in Vista, follow these instructions:

1. Logon to Windows Vista with normal user account username and password (must belongs to Administrators group).
2. Click on Vista Start button, and type cmd in the Start Search box.
3. Right click on the Cmd rand select Run as Administrator
4. In the Command Prompt window, type the following text at the command line to set a password for administrator account.
5. net user administrator (password)
   Replace password with the actual password string that you have chosen. Press Enter when done.
   
6. Next type the following command and press Enter to activate and enable Administrator account: net user administrator activate:yes
   
7. The process should completed with the following message: The command completed successfully
   If not success message is returned, repeat the process again.
   
8. Logout from Vista by choosing Log Off or Switch User.
9. Click on Administrator icon and logon with the password you selected. Now view system logs to see what errors were gererated.And run a good virus scanner

I can solve this problem, but I need more information.

What operating system are you using? Windows XP, Windows 2000, Vista, etc.?
Are you able to log on to Windows and use the computer without an Administrator's password?

If you can log in, go to Control Panel > User Accounts > and create a new account with administrator privileges. Make sure you include a hint and you can remember the password.

Logon as Administrator and delete the protected folder.
 
You logon as Administrator like this:
Open the command prompt with Administrative privileges by opening the Start Menu, and typing cmd in the search box, and then press Ctrl+Shift+Enter
Type the following in the command prompt:
net user administrator /active:yes
Press Enter
Restart your computer and logon as Administrator.
Note: You might want to set a password for the administrator’s account for at least a little protection.
Warning: Running as Administrator in Windows Vista bypasses all security and is NOT recommended. 
If you decide to use the Administrator account don’t complain when you start having problems :-).

plz try to boot in safe mode if you can then you can change your password from there
