It sounds like your PTAC (packaged terminal air conditioner) unit is malfunctioning. When the thermostat is set to heating mode, the PTAC should be blowing warm air, not cold air. There are a few possible causes for this issue:

My Amana PTAC unit is not cooling properly I just cleaned everything on it the coils and everything is still not cooling properly

check to see if the compressor on the outdoor unit is running, if so it could possibly have a refrigerant leak or faulty 4 way valve

Why is my Islandaire ptac unit not heating

Could be that the t-stat is simply wired incorrectly. It needs to operate the reversing valve. The manual will explain when the reversing valve is to be engaged ( either in "cooling mode" or "heating mode"). Or it can be a more complex issue, such as reversing valve failure.
