The scrolling feature on a laptop touchpad can take some getting used to, which causes some users to disable the feature.
Whether scrolling was intentionally turned off or never enabled on the laptop, it can easily be turned on from the "Mouse Properties" menu.

Click "Start" (or the Windows logo button in Vista and Windows 7) and select "Control Panel." Select "Classic View" in Vista if not already displayed. Double click "Mouse."
You may also access "Mouse Properties" in Vista and Windows 7 by clicking the Windows logo and typing "Mouse" in the search box.
Press "Enter," then click "Mouse" when the search is finished.
Select the "Hardware" tab.
Select the touchpad and click "Properties."
Click "Change Settings" if the settings aren't displayed.
Click the "Device Settings" tab in Windows 7 and select the touchpad.
Click "Settings."
Click "Virtual Scrolling" in the touchpad properties window.
Click the boxes next to each "Enable Scrolling" box and click "OK." Scrolling is now turned on for your touchpad.

Toshiba laptop computers use multi-function touchpads, which often have software features added to the touchpad manufacturer's basic package. If your Toshiba laptop's touchpad won't scroll but its other functions are working, you may simply need to adjust your settings. If the problem occurs suddenly, try restarting your computer before resorting to other methods. The notebook model you have is shipped with the Synaptics touchpad driver. Please follow the below steps to enable scrolling features:

1. Open Control panel -> click on Mouse . It will display Mouse Properties dialog box.
2. Under Mouse properties Window click the Device Settings tab
3. Click on Device Settings -> Settings button. This will display the Properties for Synaptics TouchPad on PS/2 port.

4. Follow the steps below to enable the Tapping Feature :

Highlight Tapping in the Left hand side , and Check the Enable tapping in the Right hand box .

5. Follow the steps below to enable Scroll feature:

Highlight Virtual Scrolling in the Left hand side and Check both the boxes in the right hand side.
6. Click OK .
Alternatively you can anble scrolling by reinstalling touchpad driver.

Go to the device manager and look up the mouse. When you open it, there should be a tab at the top that says device settings. Click on this tab, it is for the touchpad. Go through the settings for the touchpad and make sure that scrolling is enabled.

Download the latest driver for the synaptics touchpad for your laptop from support.dell.com. Most likely the driver for your touchpad was not fully installed or may have been damaged. Install that and you could get the scroll on your touchpad back.
