You can download the manual here. Admittedly, the Vivitar site sometimes has problems, but I just successfully downloaded the full manual minutes ago. If you still can't get it, try again the next day.
Please open the control panel >open program and features> Now check if the camera driver is present in the list. Is so click to remove/uninstall the program.
Once this is cleared restart and then connect the camera once again to check if this is detected. If not try with another PC to confirm if the fault is with the camera or the PC.

To confirm if the remote control is working fine, aim the infrared emitter of the remote control to your cellphone camera, press any button key and check if the infrared will flash to your camera. Watch this video on how to do this trick.
Also, does the front panel button key of the TV isn't working?

Have you tried to reset the camera to the factory defaults? To do this: have the camera in shooting mode - go to Menu - left arrow to reset - press ok - Highlight Yes and press ok. This will reset the camera to factory settings. See if flash works now.
