Have you chk. the starter switch on the steering colume under dash? Or is starter drive kicking in but not engaging teeth in flexplate? If its not engaging teeth on flexplate starter needs to be shimmed, or if its missing the teeth altogether on flexplate or bearly catching the teeth, top of starter nose wear it bolts up needs to be filed down to engage the teeth on flexplate.
SOURCE: 1990 BMW 318i central locking problem
As for vehicle made in 1990 and when it comes to BMW I'd suggest you to contact garage, to solve BMW's problems, but in other hand it sounds like complete electronics malfunction, so it might be expensive, asspecialy when it comes to 19 years old vehicle. It might take a while to solve it, but we can try.
So before we start stripping your car I need to know couple of things.
Dooes your vehicle has an alarm system controlled by the same remote, or is it for imobiliser and/or central locking only?
Would be nice if you would have any ideas about the type of alarm and/or imobiliser system, as it would be easier to get to solution.
Try to lock yourself inside the car and when locking listen very carefully where does the clicking sound comes from, as for lights relays are being used, so by finding the source of clicking sound you'll get to the location of alarm/imobiliser/central locking system. So after that we will know where all the work is needed. Also I'd like you to note any identification marks from the unit. Usually it is being placed under the panel, next to the passengers right feet but in some cases it might be just above the dirvers knees, under the dashboard, rarely even under the back seat. so first thing that we need to do is to find the exact unit.
Also as for so old vehicle try to get to the wires which goes from the car body to the door (passenger), as due to age wires might be snapped or damaged, preventing doors from lock/unlock commands.
If unable to lock manually you nead to strip out the door-lock itself, wash it with something like WD-40 and add some grease. Nothing electronicaly can prevent manual operation of the door-lock. not in 1990.
So if you are not experienced try to use this message backwards, and I bet you'll get the results before the message ends.
SOURCE: Remote control no longer opens the lock
Sounds like the button to unlock doors on the fob is worn out. You can purchase a new one or used from your local recycle yard.

Check the fuel pressure, bad fuel pump or sock on the fuel pump and fuel filter check spark plugs and check distributor cap, a fuel pump is $273.00 or a bad injector $110.99 or BWD Fuel Vapor Pressure Sensor for $35.99 any of these parts could cause the problem, so without doing a fuel pressure test it is a guess, if the vapor switch is bad it could cause a long crank time if the fuel pump is bad it has a check valve in the fuel pump, if the check valve goes bad the pump can't maintain fuel pressure so on start up the fuel has to pump from the tank all the way up to the fuel rail, if the injectors is bad it could leak after engine shut down and cause you to lose fuel rail pressure. Also the fuel vapor sensor could be stuck open and could cause the problem, all need to be tested, you can rent the fuel pressure tester from AutoZone or advance auto or Shucks they return your money when you bring the tool back as long as you buy the parts to repair it from them. That would be the first thing I would check fuel pump pressure and if you replace the pump then change the fuel sock as well. That model was not meant to burn ethanol and can kill the fuel sock the fuel pump and filter.
