How you connect to the router configuration page is depended upon how you have your router management configured. I believe by default belkin routers allow for remote configuration so if you didn't configure any security on your router someone may have altered your configuration.
The default method for configuring your router requires.
- An ethernet cable plugged from your computer to a LAN port on the router
- The correct Gateway address (Start > Run > Type "CMD" at the command prompt type "ipconfig" look at your gateway address
- In a web browser type in http://192.168.0.1 in this example
If you still can't access it I'd suggest pressing the reset button on the back of the router and re-configure the router in case of tampering.
