It sounds like the power surge coming back on damaged the controller. Try disconnecting the mains supply overnight to fully dissipate all voltage in the electronics. It that doesn't work, this is the maker, reach out for support.

Check the thermocouple on the water pipe.

What model of balboa control do you have?
Will it come right back on after power down / power up?
Does it have a mechanical time clock?
Is temperature of water Hot?
when temp control is scaled down, will it turn off?
what do you mean - Temp ok?
If a mechanical time clock, pull the wires off of terminal 3 & 4,
isolate them! They will be HOT.
1 & 2 are for the timers internal 24 Hr. Motor.
but... First turn power off!
Turn power back on, if pump stays off, bad timer.

Your problem is going to be in the circuit board in the spa control box under the skirt.
You have a bad relay.

PR is Balboa code for Priming mode.
If it is not priming you have another issue, possibly water flow issue. It could also be the board.

If the system is the Jacuzzi 52221-05 system mentioned in the subject header, there could be a stuck relay causing the problem and you might need to get a spa technician out to assist you in repairing the problem. However...

If it is a Great Lakes system as mentioned in your message body, then there could be a programming issue allowing the filter cycle to run continuously. Provide a model number off of the Balboa control. A lot of times you can get an air lock as the spa fills. All you need to do to fix this is open the drain valve for a few seconds till it runs just water and no air. Or start the pump wile the drain is open. This should fix your problem. Good luck.
