I have similar phone. Press Menu then enter #217 to edit blocked numbers. Use up or down arrow to scroll through numbers. You can erase or edit blocked numbers.

Are you saying that you've blocked someone from calling your cell phone? If so, thats typically handled by your cellular provider and you would have to contact them to unblock a number from calling you.
Only the sim is blocked, not the phone. The unblocking code is located
on the sim casing when you bought it. It will ask you to enter the code
and new PIN code 2 times but will completely block it if the limited
number of attempts is reached. You can just simply replace the sim and
the phone will work again normally.
