To change the wallpaper on your Android phone, follow the steps below:
1.Tap and hold on the "Home screen" to open the "Add to Home" menu.
2.Select "Wallpapers" and choose the type of wallpaper you want to implement. Three options may be available: Gallery, Live wallpapers, and Wallpapers.

Sounds like an app changed your wallpaper settings. Try this: go to settings then click display, you will see what wallpaper you have on th list right. Touch wallpaper and choose whatever you want then click set. This may bring everything into focus with the background you need for the correct page. First you need to create a desktop.ini file in your flash drive.

Open Notepad and click Save as.

Then set file name to desktop.ini and change Save as type to All files.

Click Save as.

Place your wallpaper in the flash drive. It should be a ".jpg" file

Open desktop.ini file from your flash drive. Copy and paste below code to it.

Go to Menu, settings, Applications, Manage application. Find your live wallpaper name and press the name. Select Uninstall.
Also, you can change the live wallpapers by Pressing Menu, Wallpaper, and select any other wallpaper.

Check whether the Operating system is Windows 7 Starter edition , if you are having a Started edition Operating system you will not be able to change the wallpaper.
